'Tier III' Fuel Rule May Be Test For McCarthy's Nomination As EPA Chief

Oil industry officials and environmentalists are signaling that the fate of EPA's pending “Tier III” clean fuel rule will be a key early test for EPA air chief Gina McCarthy's nomination as the next agency administrator, with oil groups urging her to scrap the rule while environmentalists say McCarthy should ensure issuance of the policy.
