Utilities Fight Environmentalists To Retain 'Averaging' In EPA Utility MACT

Power plant operators are fighting environmentalists over a key provision in EPA's utility air toxics rule that allows emissions "averaging" across units at a facility to demonstrate compliance with the rule, with utilities backing EPA's claim that the provision is legally sound and rejecting environmentalists' claims it will unlawfully soften the rule.
