San Diego Gas & Electric (SDGE) may sponsor legislation this year in California to create new cost-recovery mechanisms to carry out its residential and commercial solar-power programs, after a state energy official last month blocked the utility from including in a current rate proceeding a new fee on its solar-program customers, according to sources.
