States, Industry Outline Legal Challenges To EPA Power Plant Trading Rule

States, industry groups and others are outlining broad legal challenges to EPA's power plant cap-and-trade emissions rule in opening briefs for a large consolidated suit over the program, claiming the rule is inconsistent with both the Clean Air Act and a federal appeals court ruling that remanded a predecessor trading program back to the agency.
