The utility industry is pushing back against activists' pitch for EPA to use a draft Indiana air permit that includes a stringent carbon dioxide (CO2) capture limit as a model for the agency's pending power plant greenhouse gas (GHG) rule, saying a federal CO2 capture mandate in the rule would be premature as capture technology is still in its infancy.
